Hopefully someone can assist with this:
I know the total message size for submission including header info, etc is 25MB.
What I am seeing is items that a just a tad over 20MB end up in my locals queues and expiring. These are items sent either from people in the same organization or from external sources (gmail, etc).
ORG details: Hybrid CoExistence deployment, multiple CAS/HT & MBX on premises with large number of accounts in Office 365 Exchange Online.
This is what I see in the queue viewer on my premises CAS/HT servers when this occurs (I have removed identifiable information):

Anything right about or lower than 20MB seems to go through without this issue, my on premises send / receive connectors allow for up to 50MB items (don't ask, business leaders are crazy).
