I am now able to see and edit the items in Outlook 2013 on my account. The issue was that my Outlook 2013 account was set up using POP/SMTP. When I added a new mail account in Outlook 2013 and allowed Outlook to create the settings for the account, it set it up as an Exchange account. With the account setup this way, it then allowed me to add the shared calendar and I had edit privileges.
I am still testing the other users. I set up one account Friday, and it allowed the calendar to be setup and viewed, but not edited. I gave this account OWNER rights via Powershell, so I need to see what is going on tomorrow.
I will let you know how I make out.
