Does O365 Limit Bandwidth when sending email attachments?

I'm noticing that large attachments are taking much longer to send than they should. Here is how I am measuring things. I've got the O365 account setup in outlook. I've also got a gmail account setup in outlook. I measuring the time it takes from the moment I press send on the message to the moment it leaves the outbox. Both messages have the same 19MB zip file attachment. I've performed three tests each.

Gmail: 36sec, 36sec, 39sec

O365: 2:46sec, 2:49sec, 2:46sec

Also, the same file only takes 40sec to upload to dropbox.

From these results, it appears that O365 is indeed limiting bandwidth.... and limiting it significantly, I might add.  One of the reasons of moving to the cloud was to get increased bandwidth speeds vs onsite, however, this seems to indicate otherwise.

Is it true that bandwidth is limited by O365 when sending attachments?  If not, what is the reason it's taking so long to send attachments?
