I'd like to collect the following information to narrow down this issue:
1. Does this issue occur recently? Did it work well before?
2. Can other users log in to mail.office365.com?
3. If other users also encounter this issue, please create a new user and test whether the same issue occurs.
4. What do you mean by saying "If I try to access with an administrative account I can access to this mailbox."? Do you mean you access that mailbox by using the "Open another mailbox" feature?
I'll appreciate it if you can share the details with us.
