I have tried to reproduce this issue. However, from my side, I can upload attachments fine. I am using Internet Explorer. I suggest you refer to the steps below to troubleshoot this issue.
1. Which browser are you using? Please check whether you can upload attachments using Internet Explorer.
2. Verify whether uploading attachments is available on other computers.
