Recover Deleted Contact

Hi MSFT Support

I am an admin at a company that users office 365 (midsize business plan)

A user within our organisation has accidentally deleted a contact while using outlook 2013 but the contact is not in his deleted items folder. 

I tried the recover deleted items options as well on his OWA but it was not there. (only mail messages)

The contact was accidentally deleted on 29.11.2013. 

Is there another way to recover the deleted contact?

Since we are on a midsize plan the In-Place eDiscovery tool doesn't work for us.
