I understand that you want to use the Audit Log to find out who have deleted a user in your organization, but were not able to find the entries.
In Office 365, it’s a normal behavior. Because Audit Log is a feature based on Exchange Server. So it only records the modification made to Exchange objects such as mailboxes, distribution groups, roles and so on.
Regarding on this case, removing user is an action took in Windows Azure AD server which hosts Office 365 AD administration jobs. So Audit Log won’t record this action and this is why we cannot use the Search-AdminAuditLog command to find the corresponding entry.
