Claud, Can you please test one more thing in your test environment? I followed all your procedures above and was able to completely delete my test account.. I then was able to dirsync the acct back over to Azure with no issues. However when I try to onboard the mailbox over to the cloud again it will not move the mailbox. I am able to create the migration batch in the EAC in the portal, launch it and run and the mailbox will not run. The account actually disappears from the batch process.
