I’ll answer the questions separately:
Question 1:
Outlook 2007. From what I have read for the most part, Outlook 2007 SP3 with the Nov 2012 update is compatible with the service update. Can anyone confirm this after they were updated?
If you signed up for Office 365 after February 27, 2013, you should apply all automatic updates that were released before December 2012.
If you signed up for Office 365 before February 27, 2013, you should complete the following:
By October 1, 2013, apply KB2583910.
By April 8, 2014, apply all automatic updates for Office 2010 that were released before December 2012.
Question 2:
OWA access. What versions of IE are compatible? We have mostly XP SP3 systems with the majority on them on IE8 and possibly a few IE7 stragglers. Are we good on IE8 for OWA? Is IE8 or IE7 limited in any way, such as light version required?
If you are using Windows XP with Service Pack3, Office 365 Outlook Web App only supports Internet Explorer 8 and later version, so I recommend you upgrade your Internet Explorer 7 to Internet Explorer 8.

Question3:
Mobile devices. Have any older versions of Apple iOS or Android been dropped for support? Most of our devices are recent but we could have a few BYOD devices that are a little outdated.
There is no official information about the limitations of the phones for users to set up accounts.
