Today certainly the problem has occurred. Outlook loses server connection for brief periods. Reconnects with no changes. Whatever MS did, wasn't exactly a full fix.

My client is having this same problem. 1/60 users (that I know of) cannot receive even using OWA. He can send, but nothing received since about 4pm ET while everyone else receives email fine.
