After nearly 3 hours on hold, Microsoft acknowledged a non-official issue that is causing this problem.
It's only for one of my users. His incoming emails are still being journaled to our 3rd party archiving solution they just aren't reaching OWA, outlook or iOS devices.
I have also noticed that the number of messages being flagged as spam has skyrocketed.
I wish they updated the service health in the portal before I wasted my evening on the phone.
